I Want To Pay For Web Hosting, But I Live Outside The U.S.?

There are just too much information concerning my query but they give very very little help.

I’d like to find a web hosting company that has payment options for people living outside the U.S. who don’t use credit cards nor paypal etc.

I’d like to pay by Bank Wire or Money Order, etc.
I just want a good Unix/Linux Host with a CPanel interface.
The cost should be within the normal industry average.

realistically (as in real business practice) does web hosting companies …

1. really uses apache in windows ?
2. can apache be used in freebsd ?

apache is used with linux as far as I know and windows just use… windows server2003 and so on.
But I did ran servers under windows and they where just little applications.
Anyway, strange question.
